The Stillwater Village Board of Trustees has scheduled two public hearings for the next monthly meeting on May 19, 6:15 p.m., at Village Hall. At this date, time and place all interested persons are welcome to attend and will be heard.
Videoconferencing for Village of Stillwater Public Bodies
The first public hearing is on proposed Local Law No. 1 authorize videoconferencing at public meetings pursuant to New York State Public Officers Law 103-a(2)(i). Under the proposed law, a quorum of board members must be physically present at the meeting location where the public can attend. If a quorum is present, then members who are unable to be physically present at the meeting location due to extraordinary circumstances may attend by videoconference.

Regulation of Electric Scooters, Motorized Scooters and Electric Bicycles
The second public hearing is on proposed Local Law No. 2 regulating the use of electric/motorized scooters and electric bicycles on Village property, streets and sidewalks.
REGULATIONS OF THIS LAW INCLUDE THE FOLLOWING:
- Operators of electric scooters, motorized scooters or electric bicycles shall comply at all times with the provisions of the Vehicle and Traffic Law.
Electric scooters, motorized scooters, or electric bikes:
- are not permitted at any time on any Village of Stillwater property that is not open to the public, such as the Village Wastewater Treatment Plant on Rundle Lane or Village Water Treatment Facility on Ferry Lane.
- Shall not be operated at any time on any public sidewalk in the Village of Stillwater.
- Shall not be parked in a manner that interferes with vehicular traffic in a public roadway or with the free passage of pedestrians on a sidewalk.
ENFORCEMENT AND PENALTIES:
A person violating this Local Law shall be subject to a minimum fine of $50 and maximum fine of $100 for the first violation, a minimum fine of $100 and a maximum fine of $150 for a second violation within a 30 day period after the first violation, and a minimum fine of $150 and maximum fine of $250 for each for each subsequent violation within a 30 day period of any prior violation. A police officer shall only issue a summons for a violation of this section by a person less than 16 years of age to the parent or guardian of such person.
